W. Elisa Chan – President & CEO

Ms. Chan is the president and co-owner of UNINTECH. She heads up the business development and strategic planning initiatives, oversees financial management, marketing and public relations, human resources and information technology for firm-wide operations. Ms. Chan works with all divisions of the company and has over 20 years of experience in proposal preparation, fee estimation, and public meetings and hearings.


Her experience also includes involvement with developing management plans and approaches for projects. Ms. Chan has coordinated with private development clients, municipalities, local and state agencies to assure quality and meet the desired staff, budgetary and time guidelines.

Experience

Ms. Chan was a member of the San Antonio City Council for five years, from 2009 to 2013. She became the first Asian American woman and the first immigrant to serve on the council. Even though her period on council came during a challenging economic time, she worked to keep the city’s “AAA” general obligation bond ratings by Standard & Poor’s, Fitch, and Moody.


Ms. Chan focused on economic development and was Chair of the Economic and Community Development Council Committee. She helped create over 18,000 private sector jobs for San Antonio’s economy. Since her election, Ms. Chan was a leader on council for the city’s international economic development efforts. She helped in establishing the friendship city relationships with the city of Suzhou and Wuxi, China. San Antonio signed a Sister City Agreement with Wuxi in February 2012. In the fall of 2012, she began leading the Global Advisory Committee (GAC) comprised of city staff and leaders in the business and economic development arena.

 
Ms. Chan received her Master of Science in computer engineering from The University of Texas at San Antonio in 1993. In 1987, she received her Bachelor of Science degree in computer software engineering from Beijing University of Technology.
